EUPA Strategy 2025–2030

The European Union Programmes Agency (EUPA) Strategy 2025–2030, Skills for a Future-Ready Society is the roadmap guiding our efforts to build a resilient, skilled, and engaged Malta. This strategic framework sets an ambitious direction for strengthening education and training, youth, and community development through the Erasmus+ and European Solidarity Corps programmes.

Aligned with both European and national priorities, the strategy places people at the centre of change focusing on inclusion, solidarity, innovation, employability, and lifelong learning, while embedding digital transformation, sustainability, participation, and diversity across all initiatives. Through this vision, EUPA aims to position Malta at the forefront of global transformation empowering citizens and communities to thrive in a future-ready society by 2030.

Anti-Fraud Strategy

The EU Funds structures Anti-Fraud Strategy forms the foundation of our unwavering commitment to zero tolerance for fraud and corruption across all programmes managed by the European Union Programmes Agency (EUPA). It ensures that the European Union’s financial interests—particularly those supporting education, training, youth, and sport—are safeguarded through the highest standards of integrity, transparency, and accountability.

This strategy promotes a culture that actively deters, prevents, and detects fraudulent activity, while fostering ethical conduct and responsible management of EU funds. It outlines the approach undertaken by the competent authorities in Malta to tackle fraud and corruption in line with EU regulations and national rules, ensuring that any irregularities are addressed promptly and appropriately.
