In line with the Partnership Principle adopted for the implementation of funds in previous programming periods, and Article 5(3) of Regulation (EU) No 2021/1060 (CPR Regulation), Malta has set up an Inter-ministerial Consultative Committee on EU Funds (IMCC) for the 2021-2027 Programmes.
The aim of the IMCC is to provide direction on the demarcation between different funds and programmes, undertake relevant consultations if overlaps are identified and provide opportunity for exchanges of information on any new funds. The IMCC is chaired by the Strategy and Implementation Division (SID) within the Ministry for the Economy, European Funds and Lands.
The participation in the IMCC as well as the frequency of the IMCC is determined by the Terms of Reference which includes representatives from the MAs, Intermediate bodies, National Contact Points for the European Territorial Cooperation programmes, responsible authorities for the migration and asylum programmes and national contact points for community programmes, such as Horizon Europe and LIFE.
Other ad hoc technical experts may also attend IMCC meetings as well as ad-hoc sub-committees which may deal with issues of a specific nature.

In line with Article 5 of the Inter-Ministerial Consultative Committee (IMCC) resolution adopted on 20th September 2023, the IMCC Secretariat was tasked with the organisation of subcommittee meetings on specific thematic areas. IMCC meetings aim to bring stakeholders together by theme, rather than by Fund, providing opportunity for informal exchanges and discussions across EU funded instruments and initiatives.
The first set of subcommittee meetings was held on the 27th of February 2024 whereby the thematic areas of Water & Wastewater, Biodiversity, Energy & Renovation, Decarbonisation, Port Infrastructure & Transport, Waste were discussed.
The second set of subcommittee meetings was held on the 8th of November 2024 on the following thematic areas: Research, Innovation, Digitalisation, Competitiveness, Education, Training, Employment, Inclusion, Integration, Health, Sustainable Urban Development, Gozo, LEADER, Culture & Tourism.
The next IMCC plenary meeting is expected to be held in 2025 in line with the IMCC resolution.
