New EUPA Who We Are

The European Union Programmes Agency (EUPA) is an autonomous national agency in Malta operating under the Ministry responsible for European Union Funds and the Implementation of the Electoral Programme.

EUPA was established as a distinct legal entity through the European Union Programmes Agency (Establishment) Order — Legal Notice 401 of 2018, issued under Subsidiary Legislation 595.30 of the Laws of Malta.

The EUPA Team

As a dedicated service provider, the European Union Programmes Agency (EUPA) firmly believes that its greatest strength lies in its people. The Agency actively invests in developing new competences and skills, while fostering a culture of teamwork, collaboration, and collegiality. The consistently positive feedback received by EUPA staff is a clear testament to the high-quality service and professionalism the team collectively delivers across all its operations.

HR Quality Mark: A Commitment to Excellence

EUPA’s dedication to its employees and quality management has earned independent recognition through the HR Quality Mark awarded by the Foundation for Human Resources Development (FHRD).

The Agency was first awarded this distinction in September 2021, acknowledging its effective practices in Human Resources, and the recognition was successfully renewed in October 2025.

This ongoing achievement reaffirms EUPA’s commitment to excellence in HR practices, staff development, and organisational well-being, while ensuring the effective implementation of Erasmus+ and the European Solidarity Corps across Malta and Gozo.

What We Do

EUPA serves as Malta’s National Agency for two major European Union programmes:

Erasmus+

The EU’s flagship programme supporting education, training, youth, and sport.
We assist Maltese schools, higher education institutions, vocational and adult learning providers, and youth organisations to access EU funding for mobility and cooperation projects that enhance learning, innovation, and international collaboration.

European Solidarity Corps (ESC)

An EU initiative offering young people opportunities to volunteer or work on solidarity projects both in Malta and abroad.
Through the ESC, we empower youth to develop skills, gain experience, and make a meaningful contribution to their communities.

National Roles

In addition to managing EU funding programmes, EUPA coordinates other European initiatives in Malta:

  • Europass National Centre – Supporting individuals in managing their learning, skills, and career development through the Europass platform.
  • Eurodesk Malta – Providing young people with reliable and up-to-date information on European opportunities in education, training, volunteering, and mobility.
  • National VET Team Network – Bringing together vocational education and training (VET) experts to promote quality, inclusion, and European principles in VET projects.
