In May 2023, the Regulation (EU) 2023/955 of the European Parliament and of the Council was published establishing the Social Climate Fund (SCF). The SCF, covering the period 2026-2032, aims to ensure that the clean transition is fair, inclusive and leaves no one behind, through the combination of revenues from the new Emissions Trading System (ETS2) for fuel combustion in buildings, road transport and additional sectors. Such support will be implemented through Malta’s SCF Plan, which has a budget of approximately €60.6 million. This allocation is based on the expected timetable for the introduction of the new EU ETS2.
Malta’s SCF Plan includes 2 thematic Components (apart from Technical Assistance). Under Component 1 ‘Buildings Sector’, initiatives will contribute towards improving the energy efficiency of public social housing units as well as increase the use of renewable energy in social housing estates, with both investments principally targeting vulnerable households. Furthermore, under Component 2 ‘Transport Sector’, investments will be carried out targeting community transport services for vulnerable transport users, in addition to assisting vulnerable micro-enterprises in the transition to electric mobility.
The Plan is aligned with Malta’s National Energy and Climate Plan.
The Plan was developed following an extensive consultation process involving Government entities, social partners, civil society organisations, environmental stakeholders and the general public.
