Technical Support Instrument (TSI)

The Technical Support Instrument (TSI) is an EU-funded Instrument which provides expertise to national authorities within Member States to enhance their administrative capacity, whilst facilitating the development and implementation of reforms. Such assistance may take the form of technical advice, training, studies and exchange of good practices, amongst others. The Instrument covers a wide range of policy areas including:

• green and digital transition;
• governance and public administration;
• the environment and blue economy;
• health;
• education; and
• financial sectors.

The TSI also assists Member States in recovering from the socio-economic effects of the Covid-19 pandemic, improving the quality of the public service, and reinforcing sustainable and economic growth.

Each year, the deadline for Member States to submit TSI requests is 31^st October, as stipulated in the Regulation (EU) 2021/240, however the Commission may organise additional dedicated calls in response to specific emerging needs. The TSI Regulation may be accessed here.

Since the launch of the TSI instrument, several projects have been approved for Malta. The list of projects supported through the TSI may be accessed here.

The National Coordinating Authority for the TSI is the Strategy and Implementation Division within the Ministry responsible for EU Funds. In its role, the Coordinating Authority serves as an interface between Commission services and Ministries/public entities. Its main responsibilities include rolling-out annual and dedicated calls, officially submitting projects to the Directorate-General for Structural Reform Support, and monitoring ongoing support measures, amongst others.
